- Delta State Merit Award Scheme Bill Has Been Passed Into Law By The State House of Assembly.
The Chairman Joint Committee on Information and Special Committee on Bills, and also the Majority Leader, Hon. Engr. Emeka Nwaobi at today’s plenary moved that the honourable House do dissolve itself into Committee of the whole House to consider the report of the Joint Committee on Information and Special Committee on Bills on the Delta State Merit Award Scheme Bill, 2023 and the amendments proposed thereto. Seconded by member representing Ndokwa East constituency Hon. Charles Emetulu.
The Committee of the whole House Chaired by the Speaker Rt. Hon. Guwor Emomotimi scrutinized and amended the draft Bill clause by clause. The Bill which has 30 clauses were all considered and the Bill when passed into law seeks to institutionalise Excellence, promote patriotism, and reward the hard work and exemplary service of individual and corporate bodies and organizations.
The Bill after scaling through third reading, the majority leader Hon. Engr. Emeka Nwaobi then moved for the passage for a Bill for a Law to repeal the Delta State Merit Award Law, 1989 Cap, D30, Laws of Delta State, 2008 and Enact a Law to Establish the Delta State Merit Award Scheme to Specify Among Other Things, The Privileges of the Recipients and for Related Matters. seconded by member representing Ndokwa West constituency Hon. Charles Emetulu.
The Speaker Rt. Hon. Emomotimi Guwor expressed is profound gratitude to the sponsors of the Bill and to all the honourable members on the successful passage of the Bill. He thanked the Lawmakers for their commitment and dedication to duty.
The Majority Leader who is the lead sponsor of the Bill in an interview with members of the assembly press, Congratulated members of 8th Assembly for the passage of the first private member Bill.
Hon. Nwaobi said what the Bill seeks to do is to give honour and recognition to Deltans death and alive who have performed meritoriously in their choosing career, those who have done things extraordinary to save lives and property the Bill seeks to award them.
He said the Bill does not recognize persons who are still serving in government either executive, legislature and judiciary until five years after leaving office before the person can be recognized if the person have done anything extraordinary to the development of Delta State.
